Here's the scenario:  You decide you want to host some content on the internet, and after much adeau (gnashing of teeth, pulling of hair) get your site operational only to discover that a large amount of traffic hitting your site is a hacker trying to break into either a web administration panel, or one of your 'service' ports (mail, ftp, etc).  Well guess what... that's bandwith theft.  You are the one paying for the ability to present your content to the world, and here they go running a script, trying to break in sometimes thousands of times a minute.  Not only is that traffic that you are paying for, but traffic that should be going to your legimitate users instead!
